No fitted parameters. Three structural choices, each ruled and named: the eighteen doors, the twenty-one-over-eighteen duty, the reduced tick. The unreduced tick would give 86.9 Gyr — the largest single lever, shown on purpose.
The claim's width is not the 0.31% landing. It is one lane-time, 0.66 Gyr, either side of the cycle: 13.17 to 14.49 Gyr. The measured age sits 0.04 inside the cycle. Anyone who reads 0.31% as the claim has misread the paper.

Read as a rate the chain would give ≈ 70.7 km s⁻¹ Mpc⁻¹. The paper does not claim it. KS-45.1 (H₀ = 74.3 ± 1.2) owns H₀.
Under flat ΛCDM (Ω_m = 0.315) the age at 67.4 is 13.80 Gyr and at 74.3 it is 12.52 — two lane-times below the cycle. The corpus holds both a high H₀ and a one-cycle age. AP48 derives that relation (D-STRETCH.1, load-bearing) or one edge fires: KS-45.1 or KS-STRETCH.3.

Stance frozen: settled leak's own fractional rate is a constant of structure (intrinsic w = −1). Observed w_eff is AP42's sourced reservoir and the unfinished settling tail. KS-42.4 and KS-45.1 are untouched.
What the freeze is, and is not
It is a timestamped, falsifiable age chain with a named width and a named seam. It is not a claim on H₀, not the settling law, not an oscillation observable, not an energy term, and not the age to 0.31%.
